the best price/quality hotels will be difficult to get place without reservation in advance. Reagarding the not so good hotels, you should always find some with availibility.

exchanging currency you should do it at the bank for the best rate.
Exchanging at the hotel should be also possible, but will be more expensive.
Cigarettes, you will get in the bigger hotels (I dont know which hotel you choose) and in every little shop over there.
Excursions there will be offered plenty of them at your hotel – enough to choose from.

to rent a sailing yacht, Mindelo would be the right place, where the marina is located.
For a motorboat maybe you can find one at Sal island (port of Palmeira), but I think it will be also very difficult, and easier to get one in Mindelo also.
