was emailed today from turinvest about the deeds,they informed me that the admin dept has informed them that they have a date in september to hand over the deeds,which they are planning as a collective.
we have to elect someone at turin vest to act on our behalf,and from there,when we go to sal,they will make an appointement with the notary,to add our names instead of the agent.
anyway they will email me soon as to how i go about a document to elect someone from turinvest.
will keep posting any new info.

You should consider employing the services of a local solicitor on Sal to take your Power of Attournay and respresent you at the notary not the actual developer. Why would the agents names be on the title deeds, agents sell and represent the developer, unless the agent block bought apartments, marked them up and sold them onto their clients.
Caution is advised.

A lawyer representing you will give you a breakdown of the transfer costs/stamp taxes etc that you will be required to pay at the notary, in addition to confirming the value of the property you have purchased. So if you have paid say 100k eur then your lawyer will check this is what goes down on the notary records! Ask the developer if the full purchase cost is being declared at the notary to ensure you have no surprises in the future when you come to sell. Allowing the developer to represent you at the notary what safe guard will you have to the amount declared on the title deeds??

I was under the understanding that NO planning Permission had been granted for this development a year ago, then the occupants/purchasers would find it difficult to registar their properties, I thought this was common knowledge...

Or am I missing something, the roumour was also that the people who purchased on the first place in the sun were suing because of this issue......Fact or Fiction ?

The devolpment did start without planning permission but Steve at Topa said this was common on the island. He assured me that permission had since been obtained.

spoke to solicitor today,tital deeds are ready to be signed,she will contact our representatives in cape verde, who will go ahead and sign on our behalf,so all looks well,maybe not the doom and gloom people are quoting.
by the way planning permission was granted,seen by our solicitors.

let's make this clear.....building on the Island without planning permission not only is not allowed as it's not common practice...

It's a fact,people dont neccessarily beleive facts,even if they are staring them in the face,they beleive what it seems is in their self interest to beleive,usually driven by greed,or desire!This is becoming self evident now we are faced with economic meltdown,I bet the same people that buy non ratified projects in cape verde probably gave their hard earnt money to a load of cod walloppers somewhere north of rockall for more or less the same reasons,they couldn'[8D]t resist a good deal!!!!!
